The suspect, identified as Ranses Vacramontes Vargas, shot two people before police got to the scene, according to a report on the shooting released by police Friday. All four people survived their injuries.

Police said officers went to an area near the 800 block of Rock Quarry Road in Raleigh after someone called 911 to report shots fired at about 10:30 p.m. Saturday.

Officer M.L. Berg heard gunshots from a parking lot, police said. When he got to the area, he saw Vargas come out from between two cars with a gun, the report said.

“Officer Berg then ordered Mr. Vargas several times to drop the gun he was holding and place his hands on his head. Officer Berg also identified himself as the police,” the report said. “Mr. Vargas did not comply and continued to walk away in the direction of a red pickup truck that was parked at the edge of the parking lot.”

As Vargas ran behind the truck, the officer fired 18 rounds, hitting both Vargas and the pickup, according to the report. Police said it did not appear that anyone was in the pickup truck.

The report did not say if Vargas fired his gun at police.

“After witnessing movement in the red pickup truck, Officer Berg and Officer Keaton, who had just arrived on scene, pointed their firearms in the direction of the truck and issued commands for the occupants to show their hands,” the report said.

Police said they found Vargas lying injured with a gun beside the pickup truck and two bystanders inside the truck. One of the people in the truck was shot by the officer, the report said.

Officers found two women who had been shot by Vargas before police got there, according to the RPD. Police said Vargas had been in a relationship with one of the women.

Police charged Vargas with two counts of assault with a deadly weapon with intent to kill, inflicting serious injury.

The officers did have body cameras active during the shooting, according to the report. The State Bureau of Investigation is investigating, which is standard procedure in police shootings.
