Two City Council seats, treasurer on November ballot in Carlsbad – San Diego Union-Tribune

Two City Council seats, a city treasurer position and a spending measure are on the ballot this fall in Carlsbad.

District 4 Councilmember Teresa Acosta, elected to her first four-year term in 2000, is the only incumbent seeking reelection. She has one opponent, Greg Day, a commercial airline pilot. Friday was the last day for candidates to file nomination papers with the Carlsbad City Clerk’s Office.

The other council seat on the ballot is the District 2 position held by Councilmember Carolyn Luna. A former city planning commissioner, Luna was appointed to a vacancy in February 2023 with the understanding that she would not run for a full term this year.

Two candidates have filed in District 2: Kevin Shin, a firefighter and restaurant owner; and Tyler Collins, a businessman and chair of the Carlsbad Housing Commission.

Shin’s Form 460 financial disclosure recorded in the City Clerk’s Office shows he raised $18,839.15 from Jan. 1 through June 30 this year. He lists a $1,000 contribution from Carlsbad resident Derek Underhill and $300 from the Encinitas and North Coast Democratic Club. Most of his donations are in amounts of $100 to $300 from individuals living in North County.

Collins did not report any contributions through June 30, the most recent reporting period.

In District 4, Acosta’s campaign received a total of $20,411 in the first six months of this year. That included $1,000 from Alicia Rodriguez of Bonita, $600 from Janice Rodriguez of Carlsbad, and $500 each from Bob Morales of Arcadia and Assemblywoman Tasha Boerner of Encinitas. She also had numerous donations of $100 to $300 from individuals.

Her opponent, Greg Day, took in $17,712 through June 30. His contributions included $1,000 each from Norma and Paul Fruchbom of Corona Del Mar, Wendi Shaftner of Las Vegas, and Richard Day of Enfield, New Hampshire. Day also received $250 from Carlsbad Councilwoman Melanie Burkholder.

Three people — Gregorio Kahn, Christian Peacox, and Michael J. Williams  — had filed nomination papers as of Friday afternoon for city treasurer. The partial term is available after former City Treasurer Craig Lindholm, who held the part-time position for 11 years, submitted his mid-term resignation effective June 14.

None of the city treasurer candidates reported receiving any campaign contributions before June 30.

One local measure, Proposition H, will be on the Carlsbad ballot. If approved it would update the original Prop H approved in 1982 that prohibits spending more than $1 million on certain projects without voter approval.

The new limit would be set at $3.09 million, with an annual increase based on a regional index, and would exempt new public safety facilities.
