Randomness is not apt for tasks that require specialized knowledge about how government works or can be changed to work better, or the legal implications of proposed clauses, or the balance between government power and the rights that are required to produce a liberal democracy, or the best way to draft a complex document. Constitution-making requires special skills that are not randomly distributed in any population.
