CHARLOTTE COUNTY, Fla. — A Port Charlotte man was arrested for animal cruelty and abandonment on Sept. 30 after neglecting his dog, leaving her severely malnourished.
According to court documents, Charlotte County Animal Control staff received a call about a possible pit bull neglect on Thursday, April 13.
The anonymous complainant said the dog was extremely thin.
A Charlotte County Animal Control officer arrived at the owner, 36-year-old Michael Dwayn Mings’ house in Port Charlotte and met with him.

The next day, Friday, April 14, the female pit bull mix, Roxy, arrived at the Veterinary Emergency Clinic and was then transported to the Animal Welfare League as a hold.
On Saturday, Sept. 30., Mings was booked into the Charlotte County Jail for animal abuse.
He is facing the following charges:
- First-degree misdemeanor on one count of confinement/abandonment of animals
- Third-degree felony on one count of cruelty to animals
Mings was released on Sunday, Oct. 1, on a $5,000 bond.
