COP28 climate summit begins in Dubai: Live updates and agenda

The U.N. Climate Change Conference opens Thursday in Dubai. The two-week summit, known as COP28, is expected to draw more than 70,000 attendees — a record for the annual climate talks.

President Biden has decided to skip the summit, at least at its start. But Vice President Harris will travel there later this week, attending the climate talks on Friday and Saturday, the White House announced Wednesday. A slew of senior administration officials, including special climate envoy John F. Kerry and national climate adviser Ali Zaidi, will also appear at the conference.
