Citing ‘passengers’ safety’ Buffalo Grove Village Board one of latest to consider regulations for unscheduled drop-off of migrants

The Buffalo Grove Village Board is scheduled to consider an ordinance Tuesday that will regulate migrants being dropped off by bus in the village, a move that follows what a string of other municipalities have done to address the influx of asylum seekers brought to the Chicago area from Texas at odd hours and released in undesignated locations.

Since the mayor of Chicago called for penalties, including fines and impoundment, for bus companies that drop off migrants arriving from the Lone Star state — after crossing into the country at the southern border — at unauthorized locations, the buses have begun releasing the men, women and children in the suburbs.

Buffalo Grove Deputy Village Manager Christopher Stilling told Pioneer Press that officials of the town — located about 35 miles northwest of Chicago — are not aware of any migrants being dropped off there by coach bus or other mode, so far. But, as other municipalities that have considered, or even passed, regulating ordinances to preempt unauthorized and unannounced drop offs, Buffalo Grove is looking to do the same.

“The impetus of bringing forth an ordinance for consideration Tuesday is the concern for the health and safety of potential passengers arriving. The bus drop-offs that have been taking place in other suburbs have put those passengers’ safety at risk, and that risk is further amplified as we enter the coldest months of the year,” Stilling said. “An ordinance would not put any burden on passengers but rather require bus operators and owners to plan for humane care and proper coordination.”

Recently, busloads of migrants were dropped in towns including Elburn and Aurora and put on Metra trains to travel into the city. The Elburn station is an end of the line one on Metra’s Union Pacific West Line. The terminal in Aurora is on the Burlington Northern-Santa Fe Line. The trains run from the suburbs into downtown Chicago at Ogilvie Transportation Center and Union Station, respectively.

Stilling explained that such a drop off in Buffalo Grove would be a bit more problematic.

“Unlike many other communities, [Buffalo Grove’s] train stations have very limited service to Chicago, only running during early daytime hours on weekdays. Passengers dropped off outside of scheduled service hours would be unable to find transportation to the designated landing zone and there is limited shelter from inclement weather available on-site.

“Further, an unscheduled drop-off could occur without the Village’s knowledge, leaving passengers exposed to the elements and without food or water. The ordinance for consideration is a move to ensure that if any Chicago-bound bus passengers come to BG that they are cared for humanely, with a plan for transportation and access to basic needs and resources,” he said.

In a joint memo to the Village Board from Buffalo Grove Village Manager Dane Bragg and the police Chief Brian Budds, the pair explain that the ordinance would amend village code and require “a complete and accurate application for an unscheduled bus stop,” and calls for five days notice.

Bus operators would have to provide “a detailed plan” on how the migrants dropped off would be cared for — including shelter and food — on either a temporary or permanent basis.

Fines of $300-$1,000 per occurrence are proposed, and also seizure and impoundment of the bus.

“If enacted, this ordinance provides for more effective contingency planning and provides for enhanced first responder preparation and safety, while ensuring migrant passengers are protected from the elements and receive care,” Bragg and Budds stated in the memo.

The Village Board meeting is scheduled for Tuesday at 7:30 p.m. at Village Hall, 50 Raupp Blvd.
