Man killed by Elk Grove police had history of calling police for help

The family of a man killed by Elk Grove Village police is pursuing an investigation into the Police Department after an officer fatally shot Jack Murray, 24, on Friday near the family home, their attorney announced Monday.

Murray had Type 1 diabetes and was aware of the impact of the disease on his physical and mental health, his aunt, Liz Belcaster, said at an emotional Monday news conference. He had a yearslong history of becoming erratic when his insulin levels were low and called Elk Grove police in the past when he needed help.

“He knew there was times when he needed help quickly, and he believed police could help him as they had in the past,” Belcaster said. “We don’t know what took place on Friday afternoon, but we know our family deserves answers.”

Elk Grove Village police fatally shot Murray Friday while responding to a call of a man with a knife. A neighbor reported a man leaving a house holding a knife.

Someone inside the house had previously called the police, Deputy Chief of Police Christopher Torres told the Tribune on Friday.

Murray was still holding the knife as a confrontation ensued, Torres said. An Elk Grove Village officer shot Murray around 4:30 p.m., and he was pronounced dead Friday night at Ascension Alexian Brothers Hospital.

Elk Grove police provided body-worn camera footage and vehicle camera footage to the Major Case Assistance Team, which is conducting an independent investigation into the shooting, Torres said in a statement Monday evening.

Jack Murray was fatally shot on Dec. 1, 20223, by Elk  Grove police.

Five of the responding officers have been placed on temporary leave until the investigation is complete, Torres said. The officer who shot Murray has not been identified.

Attorney Antonio Romanucci of Romanucci & Blandin, who the Murray family hired to represent them, said he is asking Elk Grove police to publicly release bodycam footage from Friday and from their previous encounters with Murray on behalf of his clients.

Torres said Elk Grove police will release the footage “after crucial investigative steps have been taken.”

“We know that sharing this information in a transparent way will help our community better understand the events that unfolded last Friday afternoon,” Torres said in the statement.

The Murray family believes Jack Murray was the person who called police, Romanucci said.

Murray’s parents, Tom and Donna, and his siblings, Shannon and Ryan, were also present at the news conference but did not address reporters. The family was overcome with emotion as Romanucci said that police refused to let them see Jack Murray when he was in the hospital before he died.

Shannon Murray held her mother in an embrace as she cried out for her son. Tom Murray removed his glasses to wipe away tears.

Jack Murray also occasionally checked himself into the hospital for his mental health struggles, Romanucci said.

The investigation launched by Romanucci’s firm will focus on whether the officers who responded to the 911 call were trained in and attempted de-escalation techniques.

“If he was having an emotional disturbance as a result of his Type 1 diabetes, his behavior, it might have been erratic or unpredictable, and that’s why you need de-escalation techniques. That’s why you need crisis intervention training,” Romanucci said.

Romanucci and the family did not say when Jack Murray was diagnosed with Type 1 diabetes.

Torres had said that Jack Murray lived in Elk Grove Village, but he also kept an address in Edgewater, according to the medical examiner’s office.
